01 - Heat oven to 350°F.
02 - Pat beef dry with paper towels. Use a sharp knife to make small slits over the roast, inserting halved garlic cloves into each incision.
03 - In a small bowl, mix olive oil, rosemary, thyme, salt, and pepper. Rub this mixture evenly over the entire surface of the beef.
04 - Place the beef roast in a large roasting pan. If desired, arrange carrots, potatoes, and onion around the roast.
05 - Cook for 1 hour 30 minutes until the internal temperature reaches 130°F for medium-rare. Baste periodically with pan juices to maintain moisture.
06 - Remove roast from oven and cover loosely with foil. Let it rest for 15 minutes before carving to allow juices to redistribute.
07 - Slice roast and serve alongside roasted vegetables and pan juices.
